Performance can vary nonlinearly with arousal, but curve shape and optimum depend on task difficulty, measurement, motivation, and the source of arousal.

What it actually says

The responsible interpretation is interaction, not a slogan that stress improves performance until it suddenly harms it. Simple, practiced responses may tolerate or benefit from higher activation; working-memory-heavy or precision tasks may degrade earlier.

Arousal can mean shock intensity, autonomic activation, anxiety, effort, incentive, sleep loss, or environmental pressure. These are not interchangeable manipulations.
